Office of the Illinois Secretary of State Alexi Giannoulias Job Title: Executive V - Securities Division: Enforcement Union: IFT Location: 69 W Washington St, Chicago, IL – Cook County Salary: $105,000.00 annually, commensurate with experience Overview: Performs highly responsible administrative work in planning, organizing, directing, and evaluating the statewide operations of the Enforcement Division; formulates and implements major policy decisions for the enforcement program; provides advice and consultation on technical questions and problems as they affect the overall operation of the Securities Department. Duties and Responsibilities: Plans, organizes, directs, and evaluates the statewide activities of the Enforcement Division in conducting major securities investigations, conducting hearings, and prosecuting, when necessary, cases of suspected securities fraud or dealer, salespersons or investment advisor violations. Furnishes technical and professional assistance in the handling of complex and unusual assignments; determines that the requirements of the Illinois Securities Law in accordance with the Securities Department’s Rules, policies and interpretations are applied to all applications for policies and interpretations are applied to all applications for enforcement of securities and authorizations for trading in securities and the exemptions of relating to such applications and authorizations. Acts as attorney for the department in adversarial proceedings; presents evidence at hearings, examines and cross-examines witnesses, makes initial and closing arguments to hearing officer; coordinates investigations with stat prosecutorial agencies, foreign/state regulatory agencies and federal regulatory and prosecutorial agencies. Researches, drafts and writes memoranda of law for complex legal issues as they relate to securities Law enforcement; propose rule and statutory changes to the Director, participating in drafting legislation and amendments to the Rules and Regulations; confers with the Director on matters before state and federal courts. Responds to telephone and written inquiries from attorneys and the Securities industry with respect to status, meaning, mechanics and technical requirements of the Illinois Securities Law of 1953 Performs other duties as required or assigned. Specific Skills: Requires thorough knowledge of the principles and practices of public and business administration. Requires thorough knowledge of the functions and organization of State government. Requires extensive knowledge of the principles of business accounting, program budgeting, personnel management and statistics. Requires working knowledge of data processing business applications. Requires ability to develop and administer a complex or multiple statewide programs. Requires ability to analyze administrative problems and adopt an effective course of action. Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards. Requires ability to exercise judgment and discretion in the formulation, implementation, and interpretation of departmental policies and procedures. Requires ability to estimate and budget for future needs and cost for personnel, space, equipment, supplies and services. Requires ability to develop and maintain cooperative working relationships with other administrative, managerial, supervisory or professional staff. Requires possession of a valid Illinois driver’s license and a willingness to travel in the performance of assigned duties. Education and Work Experience: Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in business or public administration AND five years of managerial experience in a public or business organization.
